Parks and Recreation Committee Minutes for 11/01/2017 Approved 1/3/2018 In attendance: Jim Gurr, Jan Loveland, Bonnie Robbins, Ruth Smith, & Laura Westerman. Absent: Steve Dell & Jeanne Peeples. Community members present: None
1. Community Input – None.
2. Minutes from the 10/04/2017 meeting were approved as presented & will be published online. 3. Information from the Helena Twp. Meeting Laura Westerman was appointed to the Pk & Rec. Committee. The base for the sculpture at Depot Park was approved. No decision was made concerning a plaque to go on the base.
OLD BUSINESS: 4. Recreational Passport Grant from DNR No report 5. Erosion Abatement Project at Ball Park. We will be checking with Mike Crawford to see if a 2nd bid has come in. No further information at this time.
6 HT Parks Community Survey & Revision of the Five Yr. Plan Community Description–Jim-presented this page and it was reviewed. Further work is needed. Administrative Structure – Bonnie – This was reviewed and Bonnie continues to work on this. Inventory of Parks – Ruth/Jan – Will work on this. Previous Grant Assisted Parks – Steve – Will work on this. Resource Inventory – Steve – Will work on this.
Description of Planning & Public Input – – Bonnie – Will work on this.
Goals, Objectives, & Actions – Ruth/Steve Completed for all parks. The write ups for all remaining parks were reviewed. With a few minor changes they have all been approved.
Appendix – Steve – Mostly done – will complete.
Plan certification Checklist – Steve – Will work on this. List of survey participants wishing further contact – Jan – The list has been completed. Need to communicate with these participants. Ruth plans to send an Email.
Bonnie & Jim volunteered that after completion of the plan they will make an outline of changes in the plan to help those reviewing the new plan.
Revision of time frames for our five-year-plan.
Time Frames on tasks remaining:
Sept – January: Complete “Recreation and Natural Resources Plan”
February: At the regular meeting get the final public input concerning the plan. Consider approval of the plan at the P&R meeting. If revisions are needed plan to schedule a special meeting to approve the plan once it is completed.
February – Present completed plan to the HT Board for review and approval (hopefully).
March 1: Submit approved plan to the DNR prior to this date. 2

NEW BUSINESS: 7. Volunteer hold-harmless form. New info from township insurance company (Ruth, Steve) move to January agenda.
8. Capital Improvement Plan: For each park, inventory all items in the park. Create an estimate for the useful life of each item and establish a schedule for replacing each item. Possible software program (Steve) Move to January agenda.
9. Memorial donations to Helena Township. Move to January agenda.
The next monthly meeting is scheduled for: Wednesday, January 3rd, 2018 at 7pm in the meeting room at the Community Bldg.
