Helena Township Board Meeting

March 13th, 2014

 

Meeting was called to order at 7:00 PM with the Pledge of Allegiance by Supervisor Rick Teague.  Present:  Catherine Rice, David Peterson, Bonnie Robbins and Butch Bartz.  Motion to approve agenda by Robbins with support by Bartz and motion carried.

Conflict of Interest: None

Public Comment: None

Approval of minutes: Motion by Bartz with support by Rice to approve January’s board meeting minutes with a correction.  Motion carried.  Motion by Robbins with support by Bartz to approve the February’s board meeting minutes.  Motion carried.

Treasurer’s Report:  Township:  Beginning balance as of Jan 1, 2014                $415,947.67

Motion to approve the Treasurer’s report by Teague with support by Robbins and motion carried.                                                      

Presentation of bills:  Feb. 1-28, 2014 – $11,271.64 and March 1-13, 2014 – $11,129.00                                                                                          

Speakers: None

Communications:  Received notice that the grant application request for a backup generator for the community center was denied and the Michigan Township Participating Plan Risk reduction Grant Program was unable to provide the funding.

Committee Reports:

Zoning – Zoning Administrator Molby gave report for February.

Planning Commission – Trustee Robbins reported on Commission’s February 5th meeting and that Walker Shores would be on the agenda for the next meeting April 2nd.  New copies of Helena Township’s zoning ordinance were handed out to ZBA members by Gurr.  Commission recommended zoning ordinance change; Section 4.02.02.a will be removed and Section 5.01.01.A will read:

    Accessory structures and buildings, including pole barns, shall be permitted subordinate to a dwelling or other residential use in the R-1 and R-2 District only if there is an existing dwelling either on the same lot or on a contiguous lot that is under common ownership.  Roadways do not negate contiguity.

Teague made the motion to accept the zoning ordinance change with support by Bartz and motion carried.

     Teague read the letter by Township attorney, Chris Bzdok, setting the escrow fee for the review of the Walker Shores site plan review application at $22,500.00.  Robbins made the motion to set the escrow fee for Walker Shores site plan review application at $22,500.00 with support by Bartz and the motion carried.

Ambulance Authority – Teague reported that the Authority’s next meeting is scheduled for Tuesday, March 25th.

Parks and Recreation Committee – Ruth Smith said that the Parks and Recreation Committee’s grant application to the Tribe was denied for resurfacing the tennis courts.  Steve Dell reported that Parks and Rec is applying for a Michigan DNR recreation passport grant for resurfacing the tennis courts.  The resolution for the submission of the grant application to the MDNR was read.  Rice made the motion to accept the resolution with support by Teague.  Roll call vote with Cathy Rice aye, David Peterson aye, Butch Bartz aye, Bonnie Robbins aye and Rick Teague aye.  No nayes.  Motion carried.  Be it resolved that the Helena Township Board hereby authorizes submission of a Recreation Passport Grant Program Application for $29,000.00 and further resolves to make available its financial obligation amount of $9700.00 (25%) of a total $38,700.00 project cost, during the 2015-2016 fiscal year.

Roads – no report.

New Business:  Zoning ordinance change, escrow account/Walker Shores, and P/R grant application discussed during committee reports.

Motion to pay bills: Rice made the motion to pay the bills with support by Robbins and motion carried.
