 Draft Helena Township Board Meeting June 9th, 2022

Meeting called to order at 7:01 PM.  Members present were Butch Peeples, David Peterson, Bonnie Robbins, Cathy Rice and Butch Bartz.  Motion by Robbins to approve the agenda and supported by Bartz and approved.  Motion by Bartz to approve the May’s meeting minutes and supported by Robbins and approved. 

Conflict of Interest: None

Public Comment: Sue Reck from Friends of the Library ; apologized for arranging maintenance  of the flowerbeds in front of the community center without contacting the twp. board. Board agreed to pay for the maintenance; $75 for 2 people three times a year.

 Treasurer’s Report:  beginning balance May 1st, 2022 is $839,906.96

                                     Total receipts: $3,554.68 and total disbursements: $104,297.21

                                     Ending balance May 31; 2022 is $739,164.43

Motion to approve the treasurer’s report by Robbins and supported by Bartz and approved.

Presentation of Bills: May 1-31: 94,584.24, June 1-9th; $14,147.79

Fire Chief/Sheriff Report:  Paul Fabianoreviewed report for STLFD

Communications:  

Zoning: Reviewed Bob Logee’s zoning report

Planning Commission: Work session developing language for storage containers and local food vendor trucks.  Robbins reports that a public comment survey for the township opting in for recreational marijuana establishments in the commercial district.

Parks & Rec: Ruth Smith reported that a capital improvement plan for next year is being developed and a site plan for the ball park. 

Roads: No trailer parking signs to be installed in Alden.

Old Business: Waiting on bids for gravel and grading back parking lot at community center.

New Business: Received fence quotes of $10,823.00 for Depot Park and Lone Tree Point.  Motion by Robbins to accept fence quotes and not to exceed $11,000.00 with support by Bartz and motion carried. 

Reviewed bid from EPS for security cameras for recycle bins behind community center.  Rice made the motion to accept the bid of $6700.00 for a 16 camera system and monthly charge of $65.00 with support by Robbins and motion carried.

Reviewed bid for crack filling, seal coating and marking parking spaces for front parking lot at community center.  Rice made the motion to accept the bid of $7055.00 with support by Robbins and motion carried.

Additional Public Comment: Jim Gurr commented.

Rice made the motion to pay the bills and supported by Robbins and approved.
