Helena Township Board Meeting November 14th, 2019

Meeting called to order at 7:00 PM. Members present were Rick Teague, David Peterson, Bonnie Robbins, Cathy Rice and absent Butch Bartz. Motion by Rice to approve the agenda and supported by Robbins and approved.   Motion by Robbins to approve the minutes and supported by Rice and approved.

Public Comment: None

Treasurer’s Report: beginning balance October 1st, 2019 is $394,528.83

Total receipts: $26,825.97 and total disbursements: $21,741.94

Ending balance as of 10/31/2019 is $390,740.21

Motion to approve the treasurer’s report by Teague and supported by Robbins and approved. Presentation of Bills: October 1-31; $20,673.24 and November 1-14th; $5,856.68

Speakers: None

Communications: Sheriff’s report

Zoning: Logee presented zoning report for October, 2019.

Planning Commission: Language change to zoning ordinance changing agriculture along the East side of East Torch lake Drive (300 feet from center of highway Eastward) from Alden to the commercial district, to R-1 sent to the county for approval (30 days for review).

Ambulance Authority: No update.

Parks: Reviewed Coy Mtn. Forestry Management Policy.   Motion by Teague to approve the Coy Mtn. Forestry Management Policy with support by Robbins and motion carried.

Discussion of land acquisition of 3 lots next to Coy Mtn. for $63,500.00 utilizing a DNR grant with the township’s share of $16,000.00. Motion by Teague to support pursuit of DNR grant for the acquisition of 3 lots next to Coy Mtn. and not to exceed $16,000.00 for the township’s share and supported by Robbins and motion carried.

Announcements: None

Additional Public Comment: Betty Wills brought to the board’s attention the condition of Cedar Street along Torch Lake due to the work that the county had done cleaning the culverts alongside the road. Jim Gurr offered explanation of county and township responsibilities for road maintenance and the board’s road committee.

Teague made the motion to pay the bills and supported by Rice and approved.
