Helena Township Board Meeting – 06/08/2017

Meeting was called to order at 7:00 pm by Supervisor Rick Teague. Present: Rick Teague, Bonnie Robbins, David Peterson, Butch Bartz and Catherine Rice. Motion to approve agenda by Robbins; supported by Bartz and motion carried.

Approval of Minutes: Motion by Robbins, supported by Bartz and motion carried.

Conflict of Interest: None

Public Comment: Friend’s of the Library presented the board presented the board with a photocopy of the proposed sign for the Alden District library and Helena Township Community Center that would be seen from Helena Road. The cost of the sign is $4475.00 to be paid for by Friend’s of the Library. Bartz made the motion to approve the sign with support by Rice and the motion carried.

Harvey Bartel gave comments on the need for a crosswalk in Alden.  Peterson had met with Burt Thompson and looked into the possibility of a crosswalk in Alden. A crosswalk would require giving up two parking spaces on both sides of the road for a six foot wide crosswalk.

Sheriff Dan Bean gave the board a copy of the Antrim County Annual Sheriff’s Office Report.

Treasurer’s Report: Beginning balance as of May 1, 2017: $540,058.92

                                                                                 Receipts:     $9,032.04

                                                                           Disbursed:   $42,140.48

                                                                      Ending Balance $506,950.48 as of 05/31/2017

Motion to approve Treasurer’s report by Teague, supported by Robbins and motion carried.

Presentation of Bills: May 1-31st: $30,118.25 and June 1-8th; $7,418.83.

Speakers: Deana Jerdee, executive director of Paddle Antrim, reviewed the Chain of Lakes Water Trail memorandum of understanding which lists three access sites and three rest stops in Helena Township. The purpose of the MOU is to describe hoe Paddle Antrim and Helena Township will work together on the implementation and promotion of the Chain of Lakes Water Trail for the approved water trail access sites and rest stops in Helena township.

Bartz made the motion to accept the memorandum of understanding for the Chain of Lakes Water Trail with Paddle Antrim with support by Robbins and the motion carried.

A resolution no. 060817, to add the Alden Ball Park as an access site to the Chain of Lakes Water trail map, was reviewed. Peterson made the motion to accept this resolution with support by Rice. Roll call vote was 5 yes votes and 0 no votes. Resolution accepted.

Communications: None

COMMITTEE REPORTS:

Zoning: Robbins gave the zoning report for Bob Logee. There is a public hearing for a special use permit for the activation of a digital electronic sign on July 6th, 2017.

Planning Commission: Robbins reported that the Planning Commission is working on additional language changes to the zoning ordinance.

Ambulance Authority: No update.

Parks & Rec: Ruth Smith reported that the survey (part of 5 year plan) to be sent out in July and a public hearing possibly in August.

Roads: There is an Antrim County Road Commission meeting in Mancelona Thursday, June 29th, 2017 at 6:30 PM.

Announcements: Budget hearing for the STLF District and Helena Township is scheduled for Tuesday, June 20th and 10:00 AM in the government office in the Helena Township Community Center.

Motion to pay bills: Teague made the motion to pay the bills; supported by Robbins and motion carried.
