Helena Township Board Meeting – 05/11/2017

Meeting was called to order at 7:00 pm by Supervisor Rick Teague. Present: Rick Teague, Bonnie Robbins, David Peterson, Butch Bartz and Catherine Rice. Motion to approve agenda by Robbins; supported by Bartz and motion carried.

Approval of Minutes: Motion by Bartz, supported by Robbins and motion carried.

Public Comment: None

Treasurer’s Report: Beginning balance as of April.1, 2017: $530,730.88

                                                                                   Receipts: $33,117.28

                                                                           Disbursed:   $23,789.24

                                                                      Ending Balance $540,058.92 as of 04/30/2017

Motion to approve Treasurer’s report by Teague, supported by Robbins and motion carried.

Presentation of Bills: April 1-30th: $11,853.73 and May 1-11th; $9,186.38.

Speakers: Jack Findlay, representing the Alden Volunteers, updated the board on the disposal of the old lampposts from Alden downtown. There are three damaged lampposts and 16 lampposts that are in good condition and in working order. The 16 lampposts(each one including the ALDEN disk) will be sold for $300.00 each with $50.00 going to the Alden Volunteers and $250.00 to Helena Township for each lamppost sold.

COMMITTEE REPORTS:

Zoning: Bob Logee gave report.

Planning Commission: Robbins reported that the annual ZBA meeting was held in April. The Torch Conservation Center/nonprofit will be renting the old fire department building in Alden.

Ambulance Authority: No update.

Parks & Rec: Survey to be sent out in July. Peterson reported that the sidewalk repair was completed at the Tennis Court Park for ADA accessibility sidewalk to the tennis courts.

Roads: Bartz presented board with a contract for road improvements for E. Torch Lake Drive beginning at the south end of the Clam River Bridge thence south approximately 5,400 feet milling two inches of the existing pavement between the paved shoulders, approximately 22 feet wide and pave the milled surface with an average of two inches of 4E1 hot mix asphalt, 22 feet wide. The total cost of the project is $93,549.00 and Helena Township’s share of this contract is $84,195.00. Bartz made the motion to approve the contract to improve 5,400 feet of E Torch Lake Drive for Helena Township’s share of $84,195.00 with support by Robbins and the motion carried.

Old Business: None

New Business: Peterson read resolution no. 05112017 for new voting equipment cost/grant in the amount of $7,217.15 for Helena Township (cost- $7,217.15 and grant – $7,217.15) with township out-of-pocket of $0.00. Beginning in year 6-10 extended service and maintenance $615.00 per year for budgeting purposes. Peterson made the motion to approve resolution 05112017 with support by Rice and the resolution was approved.

Board reviewed letter of agreement; OPTION 1 for Helena Township to maintain tax and assessment records, by and between the Antrim County Board of Commissioners beginning June 1st, 2017 at a charge of $0.68 per parcel. Teague made the motion to approve the letter of agreement; OPTION 1 with support by Robbins and the motion carried.

Fireworks permit from South Torch Area Association at the township ballpark park July 3, 2017 was presented to the board by supervisor Teague. Teague made the motion to approve the fireworks permit for July 3rd by the South Torch Area Association with support by Bartz and the motion carried.

Motion to pay bills: Teague made the motion to pay the bills; supported by Robbins and motion carried.
