Helena Township Board Meeting
June 13th, 2013
Meeting was called to order at 7:01 PM with the Pledge of Allegiance by Supervisor Rick Teague. Present: Catherine Rice, David Peterson, Bonnie Robbins and Butch Bartz. Motion to approve agenda with additions by Robbins, support by Bartz and motion carried.
Conflict of Interest: None
Public Comment: Jack Findlay (and representatives of the armed forces in the audience) presented an overview of the proposed concept for a veterans memorial at Depot Park. Paul Delange presented a diorama of the proposed veterans memorial. Findlay also presented three drawings of the proposed concept of a veterans memorial. Board discussion followed with no decision but a request for a site plan and a memorandum of understanding.
Public comment form audience member Jim Gurr suggesting that the proposed concept of a veterans memorial go through the Parks and Recreation Committee for review and their recommendation for the township board.
Approval of minutes: Robbins made the motion to approve the minutes as presented with support by Bartz and motion carried.

Motion to approve Treasurers report by Bartz, support Robbins and motion carried.
Presentation of bills: May 1-31, 2013 – $61,068.39 and June 1-13, 2013 – $5,174.03
Speakers: None
Communications: August 6th, 2013 special election notice of Alden District Librarys new millage request will be posted on bulletin board outside of library. Board members presented with MTA principles of governance to be adopted at next months township board meeting.
Committee reports: Zoning Administrator Molby gave report for May and will investigate zoning issue on Fowler Lane.
Robbins reported that the Planning Commission had not received the necessary/requested paperwork for a nursery on property next to the carwash.
Ruth Smith reported that the Parks and Recreation Master Plan is complete and there will be a public hearing in July. Peterson reported that the spraying of garlic mustard at Coy Mtn. Preserve was complete.
Trustee Bartz reported meeting with Burt Thompson at the Antrim County Road Commission
And Burt will prepare new estimates for the maintenance of the North portion of Cemetery Road, North and South Lake Street, the East end of Paige Road and Stoney Point Road.
Old Business: A draft of the new overnight mooring ordinance for the Alden Safe harbor was given to the board members for review. The exterior lights at the community center were replaced with LED lights at a cost of $2720.00 by Arndt Electric. The lamp post in front of the Methodist Church to be replaced
New Business: Annual tax resolution 61313 was approved by roll call vote with five yes votes. Supervisor Teague reviewed cost estimates for new zone valves in the community center, a new cabinet heater in the gym, a/c units in the community center and new street light in front of the Mill House.
Announcements: Budget hearing scheduled for June 18th, 2013 at 10:00 AM.
Additional Public comment: Jim Gurr commented on the proposed location of the concept for a veterans memorial at the Depot Park. Gurr commented on resolution of zoning issue on Fowler Lane and that Planning Commission Committee chair Jim Swan would attempt to mediate between the two neighbors involved.
Motion to pay bills: Rice motioned with support by Robbins and motion carried.
