Helena Township Board Meeting – 03/08/2018

Meeting was called to order at 7:00 PM by Supervisor Rick Teague. Present: Rick Teague,

David Peterson, Catherine Rice, and Bonnie Robbins. Butch Bartz absent. Motion to approve

agenda by Robbins w/support by Rice and motion carried.

Public Comment: None

Approval of minutes: Motion by Robbins w/support by Teague and motion carried.

Treasurer’s report: Beginning balance as of February 1, 2018: $527,579.03

Receipts: $93,477.58 Dispersed: $18,116.40

Ending balance: $602,940.21

Motion to approve treasurer’s report by Teague w/support by Robbins and motion carried.

Presentation of Bills: Feb. 1st-28th; $7,156.77 and Mar. 1st-8th; $1,984.69

Speakers: None

Communications: Received county road improvement cost share policy; Feb.12, 2018 from

Antrim County Road Commission.

Zoning: Guy Molby gave zoning report for February.

Planning Commission: Robbins reported that commission held election and Jim Gurr will be the

Chair and Joe Bassil will be Vice-Chair. Continued work on bullet points for small changes in the

zoning ordinance.

Ambulance Authority: Personnel changes; director left and there is an interim director.

Parks: Continued work on the 5 year plan. Steve Dell presented overview of project to rework

trails at Coy Mountain. This is a collaboration between the Grand Traverse Regional Land

Conservancy (GTRLC) and Helena Township through the Parks and recreation Committee. The

GTRLC will do the layout and project management for construction of the new trail. Helena

Township will provide the funding and HT Parks and Recreation along with the Alden

Volunteers, will provide non-contract labor.

Steve Lagerquist, representing GTRLC, spoke about the project and answered questions.

Peterson suggested that liability insurance coverage be part of a memorandum of

understanding with GTRLC.

Teague made the motion to approve the proposed new trail system at Coy Mountain, not to

exceed $10,000 for Helena Township, the completion of a memorandum of understanding with

GTRLC including the necessary liability insurance coverage with support by Robbins and the

motion carried.

Roads: No update

New Business: None

Announcements: CPR/AED class scheduled for Tuesday, April 17th starting at 9:00 AM at the

Helena Township Community Center.

Semi-annual spring clean-up day is scheduled for Saturday, June 23rd from 8:00 AM until noon

at the Depot parking lot with American Waste – no hazardous waste, no liquids, no paints, and

no tires.

Additional Public Comment: Jim Gurr commented. Bob Logee reported that the Board of

Review will be meeting next week.

Motion to pay bills: Teague made the motion to pay the bills w/support by Robbins and motion

carried.
