Helena Township Board Meeting August 10th, 2023
Meeting called to order at 7:02 PM. Members present were David Peterson, Bonnie Robbins, Cathy Rice, Butch Peeples and Butch Bartz. Motion by Robbins to approve the agenda with changes and supported by Bartz and approved. Motion by Robbins to approve the July’s meeting minutes and the special board meeting with the South Torch Lake Fire Department minutes of July 27 and supported by Rice and approved.

Treasurer’s Report: beginning balance July 1st, 2023 is $718,842.60
Total receipts: $10,085.56 and total disbursements: $204,043.41
Ending balance July 31, 2023 is $524,884.75
Motion to approve the treasurer’s report by Robbins and supported by Bartz and approved.
Presentation of Bills: July 1-31; $192,965.24 and August 1-10; $16,651.57
Fire Chief/Sheriff Report: Paul Fabiano presented report. Terry VanAlstine gave county commissioner meeting report and will be put on township web site.
Communications: None
Zoning: Reviewed Bob Logee’s zoning report.
Planning Commission: Robbins reviewed zoning changes to shoreline protective buffer language
Parks & Rec: Steve Dell reported working on 2024-2028 5 year plan.
Roads: Supervisor read township resolution 081023 proposed language to increase the road millage to 2.000 mills for 10 years for the 2023 November election. Motion by Robbins with support by Bartz to adopt the resolution language to increase the road millage to 2.000 mills. Roll call vote; 5 yes votes and resolution adopted by Helena Township board.
Old Business: Waiting on bids for remodel of community center foyer and kitchen.
New Business: Review Torch Lake Township ordinance for septic inspection prior to sale of property. Robbins reviewed new pickle ball scheduling for the fall and board approves.
Announcements: Cathy Rice working with the library to update rental agreement with township. Women’s rummage sale at the church.
Rice read the new project policy for the township. Motion by Robbins to adopt new policy with support by Bartz and motion carried.

Motion to pay bills: Robbins made the motion to pay the bills and supported by Bartz and approved and motion carried.
