Helena Township Board Meeting – 09/14/2017
Meeting was called to order at 7:00 pm by Supervisor Rick Teague. Present: Rick Teague, David Peterson, Butch Bartz, Catherine Rice and Bonnie Robbins. Motion to approve agenda by Robbins supported by Bartz and motion carried.
Approval of Minutes: Motion by Bartz, supported by Robbins and motion carried.
Conflict of Interest: None
Public Comment: Jack Findlay, representing the Alden Volunteers, asked for the board’s consensus for installing bricks in the grassy area between the curb and sidewalk from the West end of the Post Office to the East end of the Village Park. Findlay to draft letter for resolution of 48” arms on the new lamp posts for hanging flowers, for the Supervisor to send to the lamp post manufacturer.
Treasurer’s Report: Beginning balance as of August 1, 2017: $391,633.58

Ending Balance: $374,661.67 as of 08/31/2017
Motion to approve Treasurer’s report by Teague, supported by Robbins and motion carried.
Presentation of Bills: August 1-31st: $16,589.58 and September1-14th; $10,861.47.
Speakers: None
Communications: Received letter from Friends of the Alden District library thanking the twp. board for the $500.00 donation towards the new sign in front of the community center.
COMMITTEE REPORTS:
Zoning: Molby gave zoning report.
Planning Commission: Robbins reported on the public hearing and the discussion and resulting changes to the shoreline greenbelt protection buffer.
Chris Dewald resigned from Planning Comm. Planning Comm. Supports the Bassil Blvd. land division for lots 31 and 32.
Teague made the motion that there is no objection by the Helena Twp. Board to the Mar.18th, 2008 split (land division) for lots 31 and 32 Bassil Blvd. with support by Rice and the motion passed.
Ambulance Authority: No update.
Parks & Rec: Ruth Smith reported that final paperwork has been submitted for DNR tennis court grant reimbursement. Stakeholders’ meeting to be scheduled in October. Mike Crawford resigned from Parks & Rec. Parks & Rec. recommends painting pickleball lines on second tennis court.
Roads: No update.
Old Business: None
New Business: Supervisor Teague reviewed the Alden District Library lease extension. Teague made the motion to approve the lease extension thru June 30th, 2038 with support by Robbins and the motion passed.
Peterson submitted changes to item #4 of the Cemetery Policy and Rice made the motion to accept those changes to item#4 with support by Teague and the motion carried.
Announcements: None
Additional Public Comment: Comments by Laura Westerman regarding electronic signs being off when business is closed for winter months. Trish Narwold commented on Milton Twp. Ordinance language for greenbelt buffer for reference for Helena Twp.’s ordinance. Jim Gurr commented.
Motion to pay bills: Teague made the motion to pay the bills; supported by Robbins and motion carried.
